It will in any case be necessary to provide

extra assistance in the Chief Mechanical Engineer's

office in view of the increase in through traffic

to the Chinese railways. During Mr. Smith's absence

it is proposed to engage locally an assistant to

the new officer, who will then be Acting Chief

Mechanical Engineer, on a temporary basis.

5.

I shall be glad if, subject to your

approval being given, the officer recruited for

the new post may be sent out as early as possible.
